County courts and offices must handle a great deal of paperwork as efficiently as possible to operate smoothly. One way to ensure individuals involved in court matters receive information in a timely and efficient manner is to deliver it personally.
Carroll County Sheriff Tony Burns talked with the Comet last week about process serving, a method used by courts to ensure legal documents are delivered to residents in a timely and official manner.
The sheriff's office is charged with process serving. The benefits of the system make it worthwhile according to Burns.

Photo Tickets Can't Just Be Mailed
Wondering what to do if a camera catches you speeding? Phoenix attorney Brian Cabianca says if you get your ticket in the mail, you don't have to pay it right away.
"They have to be served either by a police officer or a process server -- with the ticket -- and they have to be served in person," Cabianca said.

Magistrate Admonishes Defendant for Harassing Process Server
Senior Magistrate Abdoulie Mbackeh of the Kanifing Magistrates’ Court on 29th November 2007 defended a court process server when one Buba Silla, the plaintiff, told the court that the defendant, Salim Keita, had acted rudely towards the process server when the latter took a writ of summons to the defendant. The plaintiff however countered that the defendant insulted him. The defendant denied it.
In his intervention, Magistrate Mbackeh asked the process server whether what the plaintiff said about his encounter with the defendant was true and the process server confirmed it.
Magistrate Mbackeh at that point expressed his displeasure with the defendant, admonishing him that the process server was only on an official mission to issue him summons. He went on to say that the process server was not a party to the case between the plaintiff and the defendant, noting that the defendant ought only to receive the summons from the process server and go to court to defend himself.

The news was confirmed by a source close to Lutfi who said he was served earlier this month for a deposition. "There is nothing to hide," the source was quoted by People as saying.

Sean "Diddy" Combs was caught off guard Friday night (October 19) and served with lawsuit papers for his assault charge against night club promoter, James Waldon.
According to TMZ, the mogul was entering his flagship Sean John store in Manhattan for a launch party celebrating his new women's line. As the process server tried to hand Diddy the papers, his bodyguards reportedly smacked them to the ground and Diddy rushed inside the building.

Former Mayor's Real Estate to be Sold at Auction
Although authorities say they still do not know what has become of former Ridgeley Mayor Mitchell Reeves' personal property, his real property - three parcels of land that include two structures and a mobile home - are scheduled to be sold at auction on the front steps of the Mineral County Courthouse.
"He's actually got two writs of execution against him," Mineral County process server Jeff Conley said, explaining that James Newburn of Columbia, Md., has said the former Ridgeley mayor owes him approximately $208,000, while Jackie Collins of Mineral County has said Reeves owes her about $65,000.

Brewers: Dear Dad, Take These Home Runs and Shove It
On a Tuesday night when Prince Fielder supplanted in the record books one of the greatest to ever play the game, the Milwaukee Brewers' first baseman made it clear there is only one player he wants to surpass: his father, Cecil.
The two had a falling out about three years ago, not long after Fielder was the No. 1 pick of the Brewers in the 2002 draft.
When Prince was 18 and playing for the Brewers farm team in Beloit in 2002, he was served papers by a process server naming his father in a debt case as he walked off the field after a game.
The younger Fielder also recounted how he felt slighted when he was drafted because he read and heard the only reason he was a top pick was because of his last name — one well established in the game because of his father's 14-year career during which he hit 319 home runs.

Process Server Has Trouble Finding Ed Jew, Too
It's not just San Francisco officials and voters who have had difficulty figuring out where Supervisor Ed Jew lives - the process server dispatched to deliver his suspension papers had a tough time finding him as well.
Process server Nicholas Vratari was called in by mayoral Chief of Staff Phil Ginsburg on Monday evening and was asked to be "especially courteous" and not ambush the supervisor.

HC Refuses to Reinstate Trial Court Staff
Justice Hema Kohli dismissed a petition filed by Rishipal, a process server in Tis Hazari Court, challenging the April 2006 order passed by the Administrative Civil Judge terminating him from the job for not serving the summons twice in a probate case.
"The charges that were proved against the petitioner were serious in nature, the job of a process server, being an important ingredient in the smooth and efficient functioning of the courts," the Court observed.

More Charges Filed Against Tow Truck Operators
Another 15 criminal charges have been filed against a family of tow truck operators accused of gaming the small claims court system.
In its second amended felony complaint, the Santa Clara County District Attorney's Office accused Vincent Cardinalli Sr. of lying on court forms and convincing a person who delivers legal papers to submit false documents to the court. All but two of the felony counts were leveled against Cardinalli. Prosecutors also charged Cardinalli's son, Paul Greer, with attempted grand theft and with lying on court forms about the number of cases he filed in a year.

Courtney Love Settles the Last of Her Nirvana Money Disputes
"I understand," she says in a King County court declaration, "that the process server states that I was handed a Summons and Complaint [in L.A.] and that I dropped it on the ground and that Mr. [attorney Howard] Weitzman picked it up and acknowledged I had been served with a Complaint. I never received any such document and deny that this occurred."
In that 2005 L.A. case, she admitted to using drugs while on probation from an earlier drug case that had temporarily cost her custody of her daughter. A judge sent the rocker and sometimes-actress to rehab for a month; after she re-violated she was locked down in rehab for six more months. (Love recently said she has cleaned up her act and slimmed down following a healthy, drug-free diet).

Fairfax Officers Cleared In Lawsuit
Three Fairfax County police officers did not violate a planning commissioner's civil rights or harm him after a loud confrontation in the Sully district police station two years ago in which the commissioner said he was assaulted, a federal jury in Alexandria ruled yesterday.
The jury deliberated for about three hours before ruling against Ronald W. Koch, 62, on all counts, which included allegations of assault, battery, false arrest, defamation, unnecessary use of force and conspiracy.
Koch has been the Sully District planning commissioner for 22 years and a highly-praised community leader and volunteer. He was acting as a private process server when he walked into the Sully police station July 27, 2005, to serve a subpoena.

While the onetime pop princess spent her weekend manning would-be traffic citations and house calls from animal services, Spears' former career Svengali, Larry Rudolph, was doing his best not to further damage his old client's personal or professional standing—by remaining in hiding from Kevin Federline's subpoena-happy prosecution.
Rudolph told E! News anchor Ryan Seacrest via BlackBerry over the weekend that he has spent the past few weeks essentially on the run from Federline's process server in order to avoid testifying in the ex-couple's ongoing child-custody case.
According to Seacrest, who relayed Rudolph's in-hiding status on his KIIS-FM radio show Monday morning, Rudolph wishes to remain loyal to Spears despite an on-again, off-again professional relationship with the singer with whom he has twice parted ways. Per Seacrest, Rudolph claimed if he were made to testify under oath, it "won't be good for Britney."
