Couple to use expertise in police work out West: "Capt. William Rhoads worked in almost every facet of the Cumberland County Sheriff's Office -- as a corrections officer, in court security, as a civil process server, and as a patrol deputy -- before becoming part of the command staff.

Deborah Rhoads, his wife and the executive assistant to the sheriff, has a range of roles herself: hostage, hostage-taker, victim and cop-killer -- all in the interests of training, of course.

William Rhoads' decision to become police chief in Milton, Wash., means that combined reservoir of experience and talent will be leaving Cumberland County for the West Coast.

'I don't know how I'm going to survive this. I'll need therapy,' said Sheriff Mark Dion. He was kidding, but he said the two do possess a vast amount of institutional memory and expertise, and it will take some time for the department to recover."
